Early Warning Information Spread with the Aspect of Exclusivity during Emergency Events

Abstract:

Nowadays, the humanity is often confronted with various emergency events that result from natural anomalies or occur due to a human factor. Such events threaten human lives, infrastructure, economy, etc. The provision of timely and relevant information to people at risk is highly important in order to optimally suppress panic, which is always imminent in these situations. This article presents a method of targeted information distribution using the so-called positional encryption of information which can be used to enable the warning information to be decrypted only in sender-specified areas.
