Abstract:
In current unemployment rates’ situation in former mining basins, private initiatives are key factors for economic growth, with benefit of releasing local authorities’ burden of supporting social welfare. The sustainability triangle, as it was understood XX years ago, has to concern every type of needs, from the ecologic and social ones to the private and, in a new concept, including administrative governance that assures a balance between the first three mentioned. A harmonious cooperation between stakeholders is required in order to reach equilibrium and sustainable development. This paper studies the characteristic of both public and corporate management systems, proposing a contextualized cooperation in the field of social entrepreneurship, following a public – private partnership based on trust, moral and autonomy values on one side and efficiency, responsibility and control on the other. The authors study the context of Romania’s former mining colonies in this paper, by gathering public data and benchmarking local administration and private initiatives. Results are compared in terms of goals and achievements, and the outcome is a fusion strategic concept that can be applied in every former mining context, placing the focus on local characteristics and resources. It means that although the outcome is a standard procedure, the results vary from one example to the other in the same way that each one’s characteristic are different from the other.
