The Analysis of the European Public Policy Implemented within the Higher Education System in line with the 2020 Strategy for Sustainable Growth

Abstract:

The “Europe 2020” Strategy is a continuation of the “Lisbon Strategy”, which was launched in March 2000 and which tried to formalize the European Union's position regarding the challenges of demographic and economic shifts that EU Member States should face.
The paper presents the main directions on action regarding the financing of higher education in line with the “Europe 2020” strategy. The paper also shows the priorities, objectives and key actions, respectively the projects to be developed through the "Europe 2020 Strategy".
The main indicators of the university system in accordance with the “Europe 2020” are considering the following aspects: the early school and training abandonment (as a share of the population aged between 18 and 24 years); students enrolled in higher education, the population aged of 30-34 years with complete university education, the employment rate of the jobs by graduates and so on. The statistical evaluation was based on the use of methods of elemental analysis (the graphical method, the classification method, the method of structural changes, etc.) These methods were completed in this material with methods of econometric modeling. The steps of the econometric analysis used in this article aim the following: to establish the level of correlation and intensity, to identify the shape of the model’s function, to validate the model obtained, to estimate the parameters of the model, to analyze the error component. In this article, there were used two analysis software for databases (Excel, EViews) to analyze both statistically and econometrically the main indicators on education in accordance with the “Europe 2020 Strategy”.
