A Comparative Analysis of the Customs Procedures in China and Russia

Abstract:

The article focuses on a comparative analysis of the customs procedures implemented in Russia and China. It proves that global integration processes require simplification of the international business regulations. This problem is particularly urgent for Russia, since the country aims at closer trade cooperation with China, including the Chinese project “One Belt, One Road”. In this connection, international laws, serving as a basis for the development of the national customs legislation, deserve thorough consideration. The applied method of comparative analysis facilitates the investigation into the customs law of Russia and China from the late 1980s to the present. The national laws and codes, as well as statistical information of the World Bank, have made up the material of the study. Among the analyzable issues is the specific character of China and Russia’s entry into the World Trade Organization and the changes in the customs laws of the two countries before and after the accession. In particular, the binding documents for export and import, the list of procedure and the customs rules are examined. The emphasis is given on the unalike Russian customs procedures. The findings made it possible to identify similarities and differences in the list of procedure and the customs rules.
