Phenomenological Study on the Governance of “Social Welfare Institutions” in Special Region of Yogyakarta

Abstract:

A research entitled “The Phenomenology of Social Welfare Institutions Governance in the Special Region of Yogyakarta” is raised due to the activities of the Social Services (Dinsos) of the Special Region of Yogyakarta (DIY) in the Social Welfare Institutions (LKS) Census and the arrangements of Regional Regulations of DIY on LKS. The implementation of both agenda of Dinsos DIY is in the cooperation with Dinsos and the Regency/ Municipal LKKS, universities, and NGO as well. This research aims 1) to picture the phenomenology of LKS Good Governance in DIY, to study the phenomenology of LKS Good Governance in DIY as well as to find out the guidance methods and frequency of LKS of Dinsos DIY. The research approach applied qualitative method. The research setting took place in Dinsos DIY. The data collection used the methods of observation, interview, and documentation. The qualitative data analysis used the technique from Miles and Huberman (1984). The conclusion of the research results shows that Dinsos DIY has not put strong focus in conducting guidance, especially on governance issues, to the LKS. 2) The given guidance tends to be by project which is top down and has not covered the basic needs related to governance issues. The suggestions for the research are: 1) Dinsos DIY needs to improve the empowerment and guidance of the LKS focusing on the governance of LKS DIY that the LKS in DIY will achieve more trust from various parties. 2) Further researches in the theme of the governance of LKS in DIY are essential to describe the strength and weakness mapping aiming at finding out the quality of each LKS in DIY.
