Disasters are preventable and mitigable through timely measures such as disaster management, public education among other preventive methods. The complexity and frequency with which disasters has increased during the past years make it necessary to have an advanced management system that provides efficiency and coordination. This article proposes a perspective approach for UMS development in disaster risk management as well as improving efficiency in emergency response management for increased disaster resilience. This is about how to exploit new and promising techniques of artificial intelligence aimed at guaranteeing the defense of several fields under critical contingencies and circumstances. The paper also recommends on how information resources can be updated as well as the reengineering of problem management processes and the way governing organizations work at various levels. It also examines artificial intelligence in decision making for enhancing region/country security against natural disasters and human made hazards.
