Abstract:
The effectiveness of public management depends on the civil service performance. Civil service is one of the types of public service. Since one of its priorities is personnel policy, civil servants deal with the issues related to the social, legal and professional spheres. A civil servant should be competent and qualified for the position he/she holds. In the article, the authors focused on the theoretical and practical aspects of assessing the competencies of civil servants in high-risk environments. The purpose of the study is to develop tools for assessing the competencies required in high-risk environments. The authors used a methodology which consists of seven stages. The researchers made the necessary preparations at the preliminary stage and created a working group of specialists to develop a civil service competency framework. Apart from that a content analysis was carried out and core competencies were determined. According to the group of specialists working in the regional civil service system, civil servants should have analytical thinking skills, communication skills, personal efficiency, leadership and decision-making skills.
