Abstract:
Information and communication technologies (ICT) have the potential to transform the ways in which municipalities provide services and interact with businesses, citizens and the public sector. This research looks specifically at the extent to which the uMngeni Local Municipality in KwaZulu-Natal utilises emerging ICT in its endeavour to provide information and services to the citizens and businesses in its region. Phenomenological research is used to look into issues of electronic readiness (e-readiness) of the uMngeni Local Municipality for participating in e-government. To fulfil the mandate, three participants from the Mungeni Local Municipality were approached to present their views regarding e-readiness. The findings highlight issues regarding access to ICTs, human resources as well as the need for higher levels of commitment and leadership by the uMngeni Local Municipality management. This includes formulating a vision and strategies for planning and executing successful e-government initiatives.
