Abstract:
Such factors as a significant size of the territory, low population density, and regional inequality, set before the Russian state one of the urgent tasks to develop single-industry towns (monotowns) under the conditions of a coordinated and progressive update of the infrastructure. Currently, a number of priority projects and programs in the field of construction and reconstruction of infrastructure facilities in single-industry towns are provided for at the federal level. Their implementation requires a significant amount of capital investment and is being carried out mainly at the expense of public funds. Given the limited budget funding, there is a need for private investment that can be raised under municipal-private partnerships (MPPs).
In the authors' opinion, in the scientific and specialized literature to date, the question of the MPP model implementation in resource single-industry towns has not been sufficiently studied. In this regard, the purpose of this article is to study the conditions and prerequisites for the implementation of the MPP mechanism as a growth factor for single-industry towns in Russia.
In the study, the tendencies for improving the legal and regulatory framework of the development of Russian single-industry towns are identified; a model for the interaction of MPP participants and a methodology for assessing the effectiveness of implementing MPP projects are developed based on the analysis of the existing methods; and the social and economic effects of implementing the MPP mechanism in single-industry towns of the Sverdlovsk Region are assessed.
It is concluded that the formation of the Russian legal and regulatory framework for the establishment and functioning of MPP allows for the suggestion that this institution may become one of the promising tools for the development of the urban economy. The results obtained can be useful for scholars, government bodies, and analytical organizations that carry out research in the field of the development of MPP models at the regional level.
