Analytical Models of The Program-Target Approach in Working Capital Management in The Agricultural Sector

Abstract:

The development of agricultural production in modern conditions takes place in a difficult socio-economic situation, which is associated with the introduction of economic sanctions at the international level against Russia; retaliatory embargo; emerging environmental threats to the sustainable functioning of agriculture as the most vulnerable sector of the agricultural sector of the economy. Such factors lead to the need to search for scientific methods and techniques in working capital management that provide positive economic results that contribute to improving the sustainable development of the agricultural industry, both as a whole and for individual agricultural enterprises. In order to exchange experience in improving the functions of working capital management of integrated agro-industrial formations, the article deals with the use of analytical models to assess the elements of capital, its composition and structure, and the reasons for changes necessary for the development of a program-oriented approach to agricultural production management. Based on the study of mechanisms for regulating own funds of integrated agricultural enterprises, the author substantiates the peculiarity of the system-target approach necessary for developing a working capital management strategy. Disclosed is the sequence of policy development working capital of agricultural enterprises, based on practical examples in the hierarchy of agricultural production, as the results of functioning of agricultural enterprises depend on effective working capital management, efficient use of material and financial resources, which ensure a continuous process of agrarian business. The directions of improving the process of managing a holistic working capital policy using a systematic approach to the relationship of all management tools taking into account the characteristics of agricultural production are substantiated.
