Aspects of Globalisation in Developing Human Capital through Public Financed Projects

Abstract:

Human capital represents the most important asset of an organisation. The present article is analysing the various aspects of globalisation on developing human capital. It is focused on the public funds available in this area that provides financial assistance to support efforts for institutional strengthening through training and education programmes, exchange of experiences, know-how transfer, development of abilities etc.  It is not possible to ignore the implications of the globalisation, the impact of the new economy on the activities any organisation is performing, the new emerging technologies available and knowledge based activities. In the new economy the information is disseminated widely and easier regardless the physical borders. Free movement of goods, services, capital and people stimulates creation of knowledge and development of human capital, which brings added value for an organisation. The available public funding programmes for Romania are targeting both public and private sector, no matter the field. The stakeholders involved include central and local public authorities, private organisations, education institutions, non-governmental institutions, specialised consulting companies providing technical assistance and, no the last, the individuals. The study is based on practical experience and researches conducted over the last years. It provides an overview on the changes seen on Romanian market during efforts to implement the acquis communautaire and following country’s accession to European Union.
