Assessing Competency Level of ICT Procurement Official based on Rasch Wright-Map

Abstract:

The central focus of this article applies and manipulate the features offered by the Rasch Wright Map to evaluate and determine the level of competency of potential public official for the consideration of the appointment as ICT procurement office (PO), specifically those who deal with vendor proposal evaluation. A set of questionnaires was formed for this purpose based on Systematic Literature Review (SLR). The questionnaire consists of 49 items that divided into 4 clusters, i. Strategic, ii. Knowledge, iii. Skills and iv. Personal Traits. The item reliability at +0.94 considered as very good level. The research has discovered that most of the respondents were possessed and endorsed sufficient items to consider them as a capable and an eligible official for the task of PO. Nevertheless, the finding also uncovered that the respondent may experience some problems in sustaining their perseverance to accomplish their tasks and maintain their confidence level in making the vital decision. There were also issues on the relationship between stakeholders and officials, and the paucity of PO involvement in the development of the organisation ICT master plan. Therefore, it can be deduced that the features offered by the Rasch Wright map were very helpful in determining the level of public official competency for the task of PO in public sector ICT procurement procedure.
