Abstract:
The purpose of this article is to find an approach to assessing the effectiveness of the functioning of regional innovation systems, free from subjective assessments. Since there is no unified understanding of the essence of the regional innovation system in the literature, one can note the considerable diversity inherent in approaches to assessing the effectiveness of their functioning. However, there is a prevailing approach associated with the identification of different groups of indicators that characterize the innovative potential of the region and the calculation of the integral indicator as an average weighted estimate
The difference of the proposed approach is that weighted mean values are not set subjectively and are not a result of the normalization to the total number of indicators, but are determined as a result of solving optimization problems for each region, which allows us to determine the regions which are not the best in the traditional sense, but efficient, which are using the resources of innovative activity to the utmost.
