Associations of Citizens as a Subject of Public Control at the Municipal Level

Abstract:

The article deals with modern problems of public control implementation over activity of local governments. As a matter of priority, legal mechanisms for the implementation of public control by citizens’ associations are analyzed, since they represent a basic institution of civil society at the municipal level. However, the unjustified absence of these social structures in the number of legislatively established subjects of public control has been revealed. In addition, the law does not contain provisions on the obligation to create another type of public control subjects, namely - public councils in the largest types of municipal structures. It has been proved that the legal regulative imperfection in this sphere deprives the municipal structure’s population of the necessary tools for public control over the activities of local authorities. Following of the results of the study, specific proposals have been made to supplement existing national legislation, regulating public control.
