Barriers to e-Government Maturity: The Philippine Experience

Abstract:

Although the implementation of e-government is unique to each country, numerous studies have identified challenges that are common to e-government initiatives using various models to benchmark and analyze the maturity level of e-government projects. This paper applies such studies and models to highlight the major factors hampering the progress of e-government initiatives in the Philippines and provides recommendations on how these challenges should be addressed. The large gap in basic ICT infrastructure and human resource capacity and complexity in required back-office reengineering translates to significant cost barriers to the transaction stage. The digital divide prevents take-up of e-government services by citizens and businesses while misuse of funds and lack of a standard information systems architecture implemented under a holistic enterprise architecture framework prevents successful e-government progression to the integration stage.
