Abstract:
Since the middle of the twentieth century informational, technological and globalization influences have conditioned the development of society and administration, whose logics in the early twenty-first century actualized the need for essential changes in the current administration paradigm, built on the principles and value imperatives characteristic of the countries of Eurocentric and Euro-Atlantic orientation, shared by the modern world community. The article presents the arguments for expediency of research of fundamental principles, forms and methods of modern public administration in their direct connection with the status of human rights and value priorities of sustainable development. There is an organic link between the state of implementation of human rights and the prospects for implementing sustainable development strategies: without the entrenchmentin human consciousness of human rights as a fundamental principle of functioning and administration of the society the sustainable development is running the risk to stay, for a long time, a loud slogan, especially in the countries which are in the state of formation of stable democratic institutions. Increasing the effectiveness of public administration bodies is considered as an unequivocal imperative for further development of democratic transition countries.
