Cluster Development Policy in Poland

Abstract:

Cluster development policy is defined as a specific efforts on national, regional or local level, to support clusters and as a group of activities and instruments used by the authorities for the improvement of the level of competitiveness of the economy by stimulating the development of the existing cluster systems or their creation. The beginnings of the cluster policy date back to 2004, while its earlier or current shape is affected by the EU. But cluster policy in Poland is still in its initial development stage and is constantly evolving. The paper is divided into three parts describing the cluster policy in Poland: first part in the period before 2014 (encouraging the creation of clusters), second part in the period after 2014 (development of existing clusters) and third part as specifying the importance of the Key National Clusters concept. The paper is based on the analysis of secondary data desk research (mainly Polish scientific literature and analysis of Polish and UE legal acts and aid programmes).
