Abstract:
The article is devoted to comparing the approaches of Russia and the European Union to strategic planning in the context of the main trend: the implementation of the principles of smart specializations in territorial development. Based on the existing strategies for socio-economic development of the three regions of the Russian Federation with identical specialization, a comparison of strategic documents is carried out, where the actual advantages of the regions are declared and priorities are formed, which revealed the presence of significant duplication in the choice of development guidelines. A detailed
analysis of regional strategies for compliance with the criteria of “smart specialization (in terms of completeness of reflection of the regional development context, strategy management system, identification of unique priorities, the availability of implementation and monitoring measures) led to the conclusion that smart criteria are more adequate to a greater extent of the managerial component, but to a lesser extent degree of component related to positioning and taking into account the spatial capabilities of the region, identification of competitive segments of the economy, using use of entrepreneurial potential, relations with border territories. Comparative studies of strategies of the regions of the Russian Federation in the context of the best EU practices allows us to adequately build the updating and adjustment of the mechanism for moving towards a sustainable and smart economy.
