Abstract:
The problems of maritime security have become significantly aggravated in recent years, both at the global level and at the level of distinct regions of the World Ocean. The significance of these problems is growing in connection with the current crisis of globalization processes, which is sometimes called “de-globalization”. At the same time, indicators of maritime trade, fisheries and other types of maritime economic activity are recovering after some decline in 2020-2021 caused by the COVID-19 pandemic. In such circumstances, the issue of developing a single conceptual framework for international law aimed at ensuring maritime security is particularly acute. It should be borne in mind that the problems of maritime security are considered separately on the basis of completely different approaches within various branches of law, including criminal law, civil law, maritime law, humanitarian law, environmental law.
