Conceptual Approaches to Public Administration in the Security and Defense Field in the Light of Current Security Imperatives

Abstract:

The processes of conceptualization of modern approaches to public administration in the security and defense field reflect current theoretical problems and practical imperatives of its development. Based on public administration methodology the experience of formation and functioning of conceptual models of public administration in the security and defense field in the retrospect of the military-political processes in Europe and the world is generalized. The transformation of traditional approaches is considered in the dynamics of socio-political changes in the beginning of XXI century. The priorities of the democratic states’ national policy in the security field at the present stage have been actualized. It has been consistently held that the main priority of security and defense governance should be to ensure stability in the areas adjacent to the area of responsibility of the security system through cooperation, since instability and conflict in these areas can pose a threat to participating countries. The trend towards globalization and regionalization will facilitate the countries aspiring to join the process of European unification to become members of the latest European collective security systems in the future, as will do some neutral countries. In the formation of modern collaborative system of European security, it is expedient to return to the idea of finding ways to understanding the East and the West, to compromise between their natural worldview paradigms on the democracy principles.
