Conditions for the Transition to Organic Agriculture and the Development of the Market for Organic Products in the Regions of Russia

Abstract:

The experience of developed countries shows that the market of organic products is dynamically developing and has significant potential, which was made possible thanks to the institutional design of the market at the state level, the development of special measures to support producers of organic agricultural products, a developed system of infrastructure support for organic production. The market of organic agricultural products in Russia is still being formed and gets its institutional base. In 2018, the Federal law of 03.08.2018 No. 280-FL "on organic products" was adopted, which comes into force on January 1, 2020, previously introduced SanPiN and national standards. The incompleteness of institutional processes in this sphere does not allow domestic agricultural producers to make full use of new opportunities determined by the status of organic producers, as well as hinders their access to world markets. These provisions determined the following tasks of scientific research:

- to analyze the theoretical basis and institutional framework for the formation and development of organic agriculture and organic products market;

- to identify the existing prerequisites and factors for the development of organic agriculture in the regions of Russia, as well as new opportunities for agricultural producers to strengthen their financial position;

- to substantiate the directions of state support for Russian agricultural producers of organic products.
