Considerations Regarding The Design Of A Performance Management Model In Public Health Services In Romania

Abstract:

This article presents a series of considerations concerning the concept of performance and the creation of a management model for hospital organizations. Performance management has also become an inevitable topic in public health services and is applied in various manners in different countries. In a context of scarcity of the work force, of resources and means that characterizes Romanian hospitals, the users of health services are interested in an offer of higher accessibility and quality, and the managers of these organizations receive ever more requests concerning the interest in performance. In our view, performance in a public health service is a construct defined through a complexity of components, which we can express using a unique management model that reflects values, responsibilities, and preferences formulated by managers, with the purpose of complying with the objectives and indicators, as well as with the expectations of the beneficiaries of health systems. Some performance management models have proven to be unsatisfactory, since they used a single viewpoint on performance, and in many cases the result was truncated.
