Abstract:
During the last years, the digital development has generated significant changes in different sectors, this is considered more important when we know that in a world bound by network, the efficiency, the timeliness, the transparency and the optimization, are the strong pillars of competitiveness. That is why the governments are today obliged to define and put in place programs for the modernization of the public administration in order to be able to respond to the requirements of the market, in this sense, we conducted a theoretical work within the Division of the organization of the National Social Security Fund (NSSF) whose aim to contribute to the design of a computerized approach that facilitates the transfer of data between the different services. Our work is divided on two major parts; The first one contains a review of the existing application of “spaghetti”, the second part focus on the design and the choice of the solution which it was studied on the market of the ESBs in order to choose the editor who will respond to the requirements and of the economic and social development. It is to put in place mechanisms and a culture for the delivery of public services, which underlie the development and economic growth, accompany the private sector and investment and serve the citizen wherever he is located and in all fairness and transparency.
