Crisis Communication in Social Media on the Example of Communication of Wrocław Local Neighborhood Councils during the Flood of 2024

Abstract:

Climate change contributes to the increasingly violent course of weather phenomena that cause natural crises – floods, hurricanes, heavy rainfall. They take a toll in human victims and contribute to material losses of citizens, companies and state organizations. There is no way to eliminate these phenomena. Their impact can be minimized. One of the ways to minimize is to forecast phenomena in the atmosphere and hydrosphere more and more precisely, and then implement actions according to the catastrophic crisis management model. This publication focuses on the aspect of communicating activities related to the flood risk of a large Polish city – Wrocław. The authors focus on information activities carried out by auxiliary local government units operating in the city, such as local neighborhood councils. The aim of the article is to identify and analyse anti-crisis activities in communication, especially of an anticipatory and preventive nature, carried out in the period from 11 September to 30 October 2024 by the Wrocław Local Neighborhood Councils.

To carry out this study, on the one hand, an analysis of the literature on crisis phenomena and crisis communication was used, as well as an original analysis of the collected messages shared by the surveyed entities in official profiles available in social media. For the analysis, those placed on the Facebook platform were selected as the most popular social media in Poland
