Developing a Competency-Based Organizational Learning System in a Colombian Steel Company

Abstract:

In any organization, personnel development is one of the main activities of the HR department. However, this activity must be aligned to the mission and strategic vision of the company and based on the competencies of the staff, that is, their knowledge, skills and abilities. Although the concept of competency has a contextual meaning instead of a universal one, managers tend to link performance to competencies. In this respect, when a poor performance is perceived, it is assumed that there is a knowledge, skill and/or ability gap that must be addressed. The aim of this paper is to propose a competency-based organizational learning system that allow companies to propose strategies and mechanisms to strengthen their key knowledge. The proposed system was validated in a Colombian steel company.
