Abstract:
An African Utility Corporation (AUC) issued a request for a proposal (RFP) to develop an Information and Communication Technology (ICT) Strategic Plan in 2004. The request was sent to several international consultancies as well as to several academics.
The board of the AUC selected an academic based on the proposal detailed in this paper. Their reasons included the rigor and depth of the proposal, the clarity, time and cost estimates.
The proposal contained a four stage model of strategic planning. A work breakdown structure (WBS) was produced with time and cost estimates.
After acceptance of the proposal, an ICT Strategic Plan was produced based on the proposal. The Strategic Plan was developed on time, within cost and covered the scope as set out. The plan was accepted by AUC and successfully implemented.
