Development of a Conceptual Model of the Public-Private Partnership Resource Center in Housing and Communal Services (Case Study: St. Petersburg)

Abstract:

St. Petersburg became one of the first subjects of the Russian Federation which began to apply PPP mechanisms in investment projects and it has a leading position in the PPP ranking by regions today. The city has developed its own legislative framework that allows investors to interact effectively with regional authorities. Administrative guidelines of the Investment and Strategic Project Committee (currently the Investment Committee, hereinafter the Committee) have been established in terms of the administrative reform. On their basis the Committee has been entrusted with the state duty of examining the relevant materials to define if there are reasons to take a decision on implementation of an investment project through participation in a public-private partnership.
