Development of Administrative Regulations as an Element of Management on Local Level in Russia

Abstract:

Management is the most important element in any state. Such activity is complex and consists of various elements. Adoption of relevant acts is an element of local management. Administrative regulations are acts of such management and operate at all three levels of government in Russia. This article examines administrative acts, operating at the level of local government. They officially appeared in 2010 at the local level in Russia. Because of it their research is scientifically interesting. This legal institution is regulated by a large number of Federal laws and sublegislative acts. The administrative regulations represent a complex and extensive system. The purpose of this study is to consider administrative regulations as management acts in the process of their drafting. The article presents the legislative requirements for these acts, describes their types depending on the respective functions of local self-government. Authors made a conclusion about nature and functions of these acts.
