Development of International and Regional Cooperation with Focus on Crisis Financial Management in Public Sector

Abstract:

Natural disasters, accidents, catastrophes, and other crisis events are unpredictable, their nature and their consequences are a permanent threat to life, health and property on a large scale and often find population unprepared. Despite the experience of preventing crisis events, many local authorities in EU countries mostly carry out only marginal measures that are immediately secured during the difficult course of rescue and security work. EU municipalities are many times unprepared - they lack not only material, technical, but especially financial resources to ensure the solution of the tasks and the necessary measures. The main aim of this empirical analysis is to analyse the basic models of crisis management and financial aspects of the emerging crisis situations in the Slovak Republic in the Prešov district and their comparison with the Zarszyn gmin in the Republic of Poland. The empirical data for the years 2009-2015 are compared within the framework of the time series analysis methodology. The benefits of this contribution are the suggestions for financial solutions of preventive measures of crisis situations in framework of basic crisis model with focus on the financing of the consequences of crisis situations in the selected region of the Slovak Republic from several sources: by refunding of state funds of the Slovak Republic, non-returnable financial resources from EU funds, or from current projects in cross-border cooperation. This article also brings an extended model of crisis management, which contains financial aspects of crisis situation’s solutions in Prešov district.
