Abstract:
The project concept represents the framework through which is possible to address to real specific needs of the health system, as: investments on health, social and R&D infrastructure, biomedical R&D, networking with large European infrastructure and clusters, digitaly health, social health care, human resources development and communication. Correct identification of needs leads to identify the right mix of funding sources, establishing realistic objectives and activities with resource allocation that promote efficiency and equity. The sources of financing from the health system are relatively stable, but always insufficient to reach the entire population and to provide complex and personalized services. Introduction of financing within projects supported by different institutions is a solution for a performant health system using advanced technologies and concepts as digital health and care, based on the Research & Development outputs. Sustainable project management using alternative sources of financing should respect the principles of efficiency, transparency and accountability. The paper includes the screening of the parameters that make up each component, the relations of influence and interdependence with the "system" through a multicriteria, schematic and easy analysis, which will lead to the design of a project management tool, starting from the identification, planning of the necessary resources, implementation, monitoring and control in order to reach the indicators that contribute to increasing the efficiency of the health systems in terms of improving the quality of life of the patients. Using quantitative and qualitative standard indicators enables universal monitoring and reporting of results, as well as targeting the appropriate financing sources to achieve objectives at different levels. An overview of health system components provides an easier understanding for all those involved and enable allocation of specific responsibilities and establishing horizontally and vertically relationships in order to ensure a sustainable management of the projects using adequate financing sources.
