Abstract:
The development of the construction complex in the context of digitalization of economic processes is discussed in a number of research works. It was found that the construction complex is developing cyclically, which is reflected in medium-term Juglar industrial cycles, Kuznets construction cycles, and Kondratiev long waves considering industries in terms of scientific, technical, innovative and digital development. The article discusses the digitalization of the construction complex of the Russian Federation through the BIM-design process, identifies its advantages and disadvantages for the building organizations. One of the main drawbacks of the development of BIM technologies is the lack of a regulatory framework in this field. The article proposes a scheme for the development of the digital potential of the construction complex in the regions of the Russian Federation, with the main focus on the regulatory framework at the federal and regional levels. Based on the proposed scheme, a multi-level structure for the development of the construction complex of the Russian Federation is built in the context of the economy digitalization, indicating the following development levels: 1) the formation of human capital through training and development, and the formation of the scientific and technological base (1st basic level of development); 2) the base of information and communication technologies (2nd basic level of development); 3) the innovative development base (3rd basic level of development); 4) digital development processes (4th level of development); 5) the controlled structure of digital development (5th level of development). Control indicators are selected for each level, which in the future will provide an assessment of the developmental degree of digital processes in the construction complex of the Russian Federation throughout its subjects.
