Digital Transformation of the Procedure of Admission to Russian Universities

Abstract:

The article deals with the problems faced by university applicants and universities in modern conditions in the framework of the admission campaign: the complexity and opacity of the admission procedure , the risks of incorrect submission of consent to enrolment by applicants, the restriction on the number of universities and majors chosen by incoming applicants, the lack of the system of priorities for selected areas of training , the need for decision-making by applicants in the conditions of time pressure and uncertainty. The article proposes three approaches to the digital transformation of the procedure of admission to universities: a conservative one (a version of which is used in the Superservice “Admission to University Online”), an evolutionary one (based on the centralization of competitive selection in all the universities of Russia in the conditions independent of a great deal of target figures of admission), and a revolutionary one (involving conducing nationwide competition for each area of training across the country). A comparative analysis of the advantages and disadvantages of each approach in comparison with the Superservice of the Ministry of science and high education of Russia “Admission to University Online”, which is currently being developed, is carried out. It is shown that technical tools and algorithms for implementing any of the approaches have already been created. Financing of the procedure of digital transformation is possible both at the expense of the Ministry of science and high education of Russia and at the expense of the resources saved by universities. Possible problems of digital transformation of the admission procedure are forecasted and the ways of their solution are proposed.
