Economic and Mathematical Evaluation of the Influence of the State Regional Policy on Indicators of Spatial Development: Empirical Evidence from Russia

Abstract:

The main tool for achieving national competitiveness of any country is the state support programs for regions, industries and individual enterprises. Cluster formation system is one of the complex mechanisms of spatial development. The state policy of subsidizing cluster initiatives started in 2012 in Russia. This article assesses the impact of the state policy of supporting territorial clusters on socio-economic indicators of regional development on the basis of models with fixed and random effects. Based on the models built, the authors draw conclusions about the negative impact of the state policy of clusters support on the indicators of the development of Russian regions.
