Economic Impacts of Restricted Energy Supply Management on the Vietnamese Major Business Sectors and Household Groups under Pressure of COVID-19

Abstract:

The paper examines the impact of restricted Energy Supply on key business sectors of Vietnam economy during the period affected by COVID-19. By using the social accounting matrix (SAM) analysis model combine with Constrained Fixed Price Multiplier method to examine energy price changes for key business sectors of the economy in the period 2019-2020. The result shows that the change in coal price is likely to lead to a downward trend in the production sector's price from 2019 to 2020. In particular when the government has restricted 10% for energy supply, the travel service sector has the strongest impact on the economy under the influence of COIVID-19, meanwhile other key industries such as agricultural, construction have not significant impact by restricted energy supply in 2020. The study also provides some important recommendations for the Vietnamese government to proactively source energy under different scenarios of energy supply. Thus, policy makers have appropriate policies for sustaining economic development, especially in the context of complicated COVID-19 adversely affecting the economies of many countries and territories in all over the world.
