Abstract:
For carrying out the objectives set by the Romanian state in the current European context, for improving the economic performance, it is necessary to accelerate the legislative and institutional reform in public administration. Administration based on the law requires the provision of adequate and fair procedures, the respect of the social values, rights and freedoms of citizens. Therefore, it requires decisions taken by the authorities who are the closest to citizens or to the question they refer to, as well as the strengthening of the decision-making autonomy and transparency of governance and other administrative acts, which will allow participants to pursue the administrative processes and to obtain information about their rights in dealing with the public sector. Our paper tries to show that the orientation of the interest for results based on efficiency, effectiveness and quality of service has, in this context, a special role. Efficiency and effectiveness improve when the involvement of civil servants increases, when responsibilities are transferred to lower levels of government, with the determination of the responsibilities on each level.
