Electronic Government Planning and Implementation at the Local Governments of Selangor, Malaysia

Abstract:

Relations between citizens and their government are deeply affected hugely impacted by information and communication technology (ICT) phenomenon. ICTs are powerful tools for change, and the era of globalization, a developing country like Malaysia must adapt to change or be left out. Through ICT, the e-government initiative has been founded but the success of e-government depends on proper planning and implementation of ICT. At the local government level, e-government initiative is a major undertaking as this requires a substantial investment of money, time and effort.  The return of investment for e-government can be seen through effective and efficient public service delivery. Effective government depends directly on effective automation to support programs and initiatives. The research objectives were undertaken to provide a comprehensive analysis of ICT planning and implementation at the local governments of Selangor, Malaysia. Identification of these issues are important in the learning curve process for other local governments in Malaysia when implementing their own e-government initiative.
