Ensuring the Quality and Safety of Food Products in The Context of Ensuring National Security of The State: The Experience of Legislative Regulation in The Russian Federation

Abstract:

The article is devoted to the analysis of the practice of legislative regulation of issues of quality and safety of food products in the Russian Federation. The authors note that the problem of ensuring the quality and safety of food products is an urgent task of any state, given the enormous importance of the qualitative characteristics of the food consumed by the population in order to maintain the national gene pool and the stable development of society. Only healthy nation is able to withstand internal and external challenges, ensuring its progress and prosperity. Therefore, the problem of ensuring the quality and safety of food products should be considered as an important part of the problem of ensuring national security. This approach will allow us to concentrate organizational and legal efforts on solving the problem of creating a mechanism for ensuring the quality and safety of food products. The authors analyze the legislation of the Russian Federation aimed at regulating the issues of quality and safety of products, including program strategic documents designed to improve the existing legal mechanism in this area. Noting the positive trends in the legal regulation of issues of quality and safety of food products, the authors of the article draw attention to the fact that the Russian state has not yet been able to equalize the legislative “bias” existing in this area: the norms of Russian law are still mainly aimed at ensuring food safety requirements, not quality. All this creates potential threats to the health of Russian citizens, and therefore - threats to the national security of the country.
