Environmental Security of Modern States in the Conditions of Global Challenges and Threats

Abstract:

The modern era is characterized by the growth of global instability in its main dimensions - geopolitical, socio-economic, natural and environmental, and so on. The total set of simultaneous problems of disturbing the natural balance of the natural balance of the noospheres life, which face the systems of public administration is so large that even the strongest states of the world cannot cope with them on their own. According to experts, «the difficulty of solving global problems in modern conditions consist in problem that humanity is not fully aware of the need to preserve the spatial diversity and integrity of natural objects, complexes and continues to ignore issues of environmental security» (Melnik, Romanashenko, 2019, p. 128). Providing the environmental security of modern countries is impossible without international measures and joint actions of government agencies, businesses and civil society institutions aimed at preserving the natural environment of mankind - our noosphere. The concept of the noosphere should be understood as a holistic societal organism, the elements of which - air, water, earth, subsoil, flora and fauna, people and the products of their activities are in unity and interconnectedness. In noosphere processes there is a simultaneous implementation of a number of important functions of societal self-organization (eg biological - as a habitat for biological objects; physiological - as a source of physiological needs of all living beings of the Earth; socio-economic - as a means of production, basis for various areas of human activity cognitive - as an object of scientific research and cognition, etc.). At the beginning of the third millennium, the Earth's noosphere is under pressure from a significant number of global challenges and threats, which are increasingly coming to the forefront of the national security of modern states and the environmental security of all mankind. The economic activities of mankind on the planet in recent centuries have led to catastrophic consequences. According to experts, today the suitable surface area for the usual way of life and for agriculture is decreasing at an incredible rate. The climate is changing more and more, there are no longer enough fossil resources for the development of the world's largest economies. In the near future, there will be armed conflicts over the ownership of resources, catastrophic climate change, lack of drinking water and the impossibility of human life on most of the planet. Degradation and disintegration of society into people who have everything and the impoverishment of most of humanity and the transformation of these people into modern slaves, a dramatically decline in population, and even a real threat of extinction of the human population as a species. The process has already started, it is no longer possible to return it in the opposite direction, but to reduce the consequences of our failed management and prepare for change is still real (Pridatko et al., 2020, p. 87). It is no coincidence that at the level of the United Nations, one of the key problems of the third millennium is the catastrophic degradation of the noosphere and human civilization as its central component. And one of the most important activities of this influential supranational organization and all national governments is recognized as environmental policy, designed to stop the predatory destruction of the global ecosystem, to achieve a new balanced state of the noosphere.
