Abstract:

The present article reflects on the causes of the actual crisis of the sovereign debts, and tries to identify best practices and possible solutions to prevent the accumulation of some public debts.  The analysis was effectuated using key-words as: budgetary policy, sovereign debt, budgetary deficit, constitutional regulations and ethics. The research methodology combined the analytic method with the historical and comparative research in order to capture the complexity of the studied phenomena. The study of the regulation mechanisms, of the juridical phenomena, especially of the constitutional policies, prevailed upon a strict economic analysis that follows only the technique of building budgetary deficits. At the same time, the complex, interdisciplinary approach allowed us to concentrate on the ethical dimensions of the analyzed phenomena in the context of the sustainable development.
