Evaluation Method of the Economic Security of a State University Based on Public Reporting Data

Abstract:

Ensuring the economic security of a state university is impossible without the effective functioning of the monitoring system of its economic activity. Today, there is a lack of a wide variety of methodologies for assessing the economic security of public higher education institutions, and the existing methodologies in most cases have a number of limitations. This circumstance has
necessitated the construction of a comprehensive methodology for assessing the level of economic security of public universities that meets modern requirements. On the basis of the formulated principles and criteria, a step-by-step methodology for assessing the economic security of the state University on the basis of public reporting data was developed. However, this methodological development needed to be tested in order to confirm its effectiveness. Thus, the research objective was to test the developed methodology for assessing the economic security of a state university. Universities under the jurisdiction of the Federal Agency for Fisheries (FAR) were selected as the object of the study. The subject of the research is the activity of state organizations of higher education in the framework of ensuring their economic security. The basis of the study was the works of domestic and foreign authors; regulatory and legal acts of the Russian Federation governing the activities of universities; public reporting of FAR universities. The study identified the strengths and weaknesses of FAR universities, recommendations to improve the level of economic security of each educational institution. Also the main problems of the entire set of higher education institutions within the jurisdiction of FAR were identified. The approbation showed the effectiveness of the developed methodology for assessing the economic security of a state university. This methodology includes a scorecard, as well as reasonable threshold values. It allows not only to assess the level of economic security of the institution as a whole, but can be used to compare the level of economic security of any aggregate of universities according to certain criteria: jurisdiction, regional affiliation, university profile, etc. The methodology is based on public reporting data, that allows its use by a wide range of people.
