Abstract:
Mandatory Health Insurance (AMO) is a core component of universal health coverage. In Morocco, a series of reforms has been undertaken since 2002 to reduce out-of-pocket health expenditures, especially among poor and vulnerable populations. In this context, AMO Tadamon aims to reduce direct health spending through full coverage of care in public health facilities and reimbursement for services provided in the private sector. This study assesses the impact of this policy on hemodialysis care using a difference-in-differences model applied to data collected before and after the policy’s implementation in late 2022. The results show that AMO Tadamon reduced out-of-pocket payments by about MAD 3,400 per individual in the treatment group compared with the control group (p < 0.10). The reform therefore appears to have improved financial protection for hemodialysis patients and to support Morocco’s progress toward universal health coverage.
