The problem of assessing a state of an internal safety and security of the State is embedded in the perception of the phenomenon being assessed. A failure to correctly identify threats to the internal safety and security environment is related to the ability to disclose them and prioritise the degree of individual threats. The purpose of this Article is to pay attention to the proper identification and response to actual threats to safety and security of the State and to related needs.
