Evidence Based Self Learning Model as a BPR Motivation for E-Government Projects: In the Context of a Developing Country

Abstract:

In recent years, developing countries have been investing large amounts of money in e-government projects with the expectation of better equipping their countries for the future. But the outcome of these projects seems to be far less than that was expected. The sustainability and the success that seemed promising at the initiation of these projects were never achieved even after the technology was fully implemented.

One of the major reasons for this tethered success is the fact that technology was simply forced into their businesses instead of completely understanding the drawbacks in the existing processes or investigating new ways of utilizing technology to conduct their business. It is clear that there is a considerable lack of knowledge and expertise in the field of Business Process Re-engineering and that this is hindering the ability of many of the current e-government projects from fully realizing its goals.

This research begins by emphasizing the possibility of further improving public and private sector organizations with the introduction of BPR. The main objective was to motivate the organizations to implement BPR while bridging the knowledge gap. Based on the outcomes of these projects the paper continues to propose an effective and sustainable approach in implementing BPR initiatives that will be beneficial particularly in developing countries.
