Exploration des Déterminants de l’Usage des Services Publics en ligne du Point de Vue des Usagers

Abstract:

The challenge of the administration appears as a tool of simplification of the life of the users generally and citizens  in particular, and in their relations with the administration. But to realize this challenge, it is necessary to consider the needs of the users to serve them better. So, analysis the behavior of the consumer in the public sector can bring a better understanding of the customer of public services and to propose better the offer of these services. The objective of this paper is to determine factors which can influence the adoption of electronic administration. A qualitative study led with the citizens revealed that the factors which determinate f the use of the public e-services can be classified into three typologies: Those who are connected to the offer of the service, others concern the environment and the conditions of use and finally factors concerned rather the socio-demographic and psychological characteristics of the users. This research work claims to be among the first ones being interested in the user in the field of adoption of the electronic administration in the African and Arabic countries and it has for implication to help the strategists in this domain to develop more effective strategies by considering the needs for the users which are placed at the heart of the system of the electronic administration.
