Factors affecting Human Resources Information System’s Failure in Qatari Public Sector

Abstract:

The factors affecting the management of information systems in general have received considerable attention in the academic literature. However, previous research has very rarely targeted the Human Resources Information System (HRIS) specifically. In an effort to identify the main factors leading to the (HRIS) failure, this study presents the results of a survey of Human Resources Managers' views in Qatari public sector. The focus of this paper is to assess and evaluate the main causes of the HRIS failure. The results demonstrate that the most important factors affecting the HRIS failure are: lack of allocating adequate time and resources; IT isn’t properly applied, poor reporting and feed-back mechanisms, complex procedures are underestimated, and lack of experience in project management skills coupled with poor consultancy assignments.
