Features of the development and functioning of digitalization in Kazakhstan: case of e-government

Abstract:

In December 2017, the Government of Kazakhstan adopted the "Digital Kazakhstan" Program. A new digitalization strategy for the country with varying degrees of success is being implemented in various countries, and the concept of "digitalization" has two decades of development and more than 80 years of scientific epistemology. the Objective is vto analyze the features and prospects of digitalization in Kazakhstan on the example of one of the current areas - the functioning of e-government.The authors used quantitative research methods. The list of quantitative methods used includes the systematization, processing of statistical data using the tools of correlation and regression analysis.On April 12, 2006, Kazakhstan introduced the e-government system. Today Kazakhstan takes the 33rd place in the global ranking of the United Nations (hereinafter - the UN) in terms of the development of e-government. Despite the activity on the part of Kazakhstanis when using the e-government portal, the issue of information security of personal data is still relevant. The main barrier and clear contradiction is the complete discrepancy between digitalization tasks and the critically low level of access to broadband Internet. The "Digital Kazakhstan" program does not contain activities that develop human capital in this direction, as well as other institutional measures that ensure "the creation of conditions for the transition of the economy of Kazakhstan to a fundamentally new development path, ensuring the creation of a digital future economy in the long term".
