Abstract:

The European Union under the objective Cohesion emphasizes balanced development that reduces differences between the regions. The European Union funds are used for the decreasing of the regional disparities in the regions of the European Union. The European Social Fund and the European Regional Development Fund are the most frequently used funds for decreasing of regional disparities. Despite of the European Union efforts to reduce disparities continuously between regions, there are still significant differences between them. The aim of this paper is to evaluate the financial support spent on project implemented in the social sector through the Human Resources and Employment Operational Programme in relation to sector specialization. The sector specialization could show how large the share of the people works in specific area is. For this paper will be main sector specialization in health and social care because this area related with social disparities. The sector’s specialization could be determined by a localization quotient. Authors assume that in region where the support is higher, the specialization in this sector will be higher than in other regions, because more finance to social sphere should create more workplace in this sector. The measuring was done in four regions in the Czech Republic – the Hradec Kralove Region, the Plzen Region, the Usti Region and the Moravian-Silesian Region.
