Abstract:

This article discusses the international and national problems associated with the financial health of the population of a number of countries using the system of medical savings accounts (MSA), and the possibility of their application in Russia. The paper considers the sources of financing of primary health care in Russia and developed a new scheme of financing of health care of the Russian Federation on the basis of medical savings accounts. Questions of efficiency of use of the potential which is available in Russia on treatment and protection of health of the population, prospects of its development through creation and introduction of modern administrative and medical technologies, are very important, demanding the political, legislative, economic and organizational decision.
