Abstract:
The article is based on a system of any organizational structure or formation that is adapted to an effective educational system. Our research is to isolate the adaptive system: inclusive education is a subsystem in the higher education system. The absence revealed any regulation or promotion of inclusive education at the university level. Made analyse of the system, and its structure, highlight the elements, criteria and subcriteria, and also identify their interaction. A model of interaction between the government and universities is proposed in order to form a system of inclusive education at the university level.
