Abstract:

The article reveals problems of comprehensive assessment of innovative system management results in terms of the system-based approach for system participants, describes the methodological approach to assessment of effectiveness and performance of activities of innovative systems in terms of the human capital development theory, substantiates the possibility of achieving the goal of improving population life quality through human capital quality improvement, suggests using the resulting index of population life quality for assessing effectiveness of implementation of  territories’ innovative policy, provides the algorithm of influence of innovativeness on target indices of basic constituents of territory’s economic development with detailed description of its stages, introduces two- and three-dimensional models of influence of basic constituents of territory’s economic development  on the level of population life quality, gives recommendations on developing innovative policies of territorial innovative systems.
